Organizational Context
The United Nations Office for Project Services (UNOPS) Europe and Central Asia Regional Office (ECR) manages operations across a wide geographical area, supporting sustainable development goals through project implementation and advisory services. The Ukraine and Eastern Europe MCO (UEMCO) specifically focuses on humanitarian needs and recovery pathways in Ukraine, Moldova, and Poland, delivering large-scale infrastructure and development projects.
Job Purpose
The Finance Manager is the lead finance professional for the UNOPS Ukraine and Eastern Europe MCO (UEMCO), reporting to the Head of Support Services. This role independently plans, manages, and oversees all project and office financial operations across Ukraine, Moldova, and Poland. The Finance Manager provides authoritative advice on financial policies, ensures strict compliance with UNOPS Financial Rules and Regulations (FRRs) and IPSAS standards, and adapts financial approaches to meet emerging needs. Key contributions include strengthening financial management capacity of teams, solving complex financial problems, and ensuring the integrity, transparency, and effective utilization of resources for critical projects.
Responsibilities
The Finance Manager is responsible for comprehensive budget planning, management, and revisions, including consolidated financial planning, forecasting, and analysis of portfolio performance to identify funding gaps and risks. They oversee the full cycle of project financial management, ensuring accurate accounting, effective controls, and compliance with UNOPS policies and IPSAS. This includes managing cash and treasury operations, overseeing commitments and payments, and ensuring the accuracy and validity of financial transactions. The role also involves preparing and analyzing monthly, quarterly, and annual financial reports for management and donors, and providing expert guidance on cost recovery and financial accountability mechanisms. Additionally, the Finance Manager leads and supervises the Finance team, promotes consistent application of financial policies, and fosters collaboration across departments.
Work Experience
Requires progressively responsible experience in financial management, accounting, or related fields, including managing financial operations, budgeting, financial reporting, and ensuring regulatory compliance. Experience supervising a team is mandatory. Experience with UN/UNOPS financial systems and in a humanitarian or development context is desirable.
