Job Purpose

The Support Services Manager is responsible for overseeing and ensuring the effective and efficient management of all operational and support functions within the UNOPS Haiti Country Office. This includes leadership and guidance for support teams across HR, Finance, Procurement, Logistics, Administration, and ICT services. The role is critical in ensuring compliance with UNOPS regulations and policies, promoting operational excellence, and effective resource management to facilitate the successful delivery of UNOPS projects in Haiti.

Responsibilities

Manage and supervise all operational support functions, including Human Resources, Finance, Procurement, Logistics, Administration, and ICT, ensuring consistent and efficient service delivery to projects and the office. Monitor and ensure compliance with UNOPS rules, regulations, policies, and standards of accountability and ethics. Provide support for project planning, budget preparation, and work planning, offering advice on goal setting and performance standards. Oversee procurement processes, logistics, asset management, and vehicle fleet management. Manage financial operations, including budget preparation, expenditure monitoring, and financial reporting, ensuring compliance with financial regulations. Lead Human Resources services, including recruitment, compensation, performance management, and training, fostering a positive and diverse work environment. Ensure the timely delivery of administrative services and maintain a secure and reliable ICT infrastructure, including disaster recovery planning. Contribute to knowledge management by synthesizing lessons learned and best practices.

Work Experience

A minimum of 5 to 7 years of progressively responsible experience in operations management within a large international organization is required. Experience within UN system organizations, particularly in a developing country context, is desirable.
