International LPIS Advisor
Organizational Context
This role supports Albania's land administration transformation, crucial for its EU accession under Chapter 11. The project aims to enhance land governance, transparency, and economic development by modernizing cadastral records and developing an EU-compatible Land Parcel Identification System (LPIS). The project, implemented by UNOPS over three and a half years, collaborates with national authorities to build capacity and improve land services.
Job Purpose
The International LPIS Advisor provides expert technical advisory to the Project Manager and stakeholders, including ARDA, for the successful development and implementation of a fully functional Land Parcel Identification System (LPIS) in Albania. This involves ensuring alignment with EU requirements, integrating with national systems, and building national capacities. The goal is to enhance agricultural land management, improve subsidy compliance, prevent fraud, and support environmental monitoring, thereby contributing to Albania's agricultural sector modernization and EU accession.
Responsibilities
Provide technical advisory and support for the development of a fully functional LPIS compatible with EU regulations and national systems. Assist the Project Manager and ARDA in key project activities, including pilot implementations. Analyze EU LPIS models, identify best practices, and assess capacities for integration. Advise on LPIS model selection, system design, and integration with national platforms like IACS. Support the development of technical specifications and operational requirements. Map data sources, identify gaps, and propose solutions for system design and scalability. Provide advisory on establishing a dedicated LPIS unit within ARDA and offer capacity-building support to the LPIS working group. Facilitate stakeholder agreements and organize workshops for knowledge sharing and alignment.
Work Experience
Required experience includes work in land management systems and related areas, familiarity with EU agricultural regulations (IACS, LPIS), experience in EU integration processes, and working with national authorities and international donors in EU accession countries. Desired experience includes digitalization processes in property rights and land administration.
