The Multi-Country Office for the Southern Cone (SCMCO), based in Brazil, oversees operations in Argentina, Paraguay, and Uruguay, aligning interventions with national priorities and the Sustainable Development Goals. This role is situated within the SCMCO, specifically supporting operations in Argentina and Uruguay.

Job Purpose

The Portfolio Specialist is an experienced professional responsible for independently managing projects and programs within UNOPS operations in Argentina and Uruguay. This role provides expert guidance and strategic support, ensuring compliance with local regulatory best practices in infrastructure and public procurement. The Specialist will optimize acquisition processes, effectively manage risks, and drive project development. A key contribution is fostering strategic partnerships and contributing to the overall portfolio growth by adapting existing policies to meet evolving client and project needs, thereby enhancing UNOPS' strategic positioning and service delivery in the region.

Responsibilities

The Portfolio Specialist provides expert technical advice and operational recommendations for UNOPS operations in Argentina, ensuring alignment with infrastructure and public contract regulations. This includes reviewing and applying standard procurement, bidding, and contracting documents, and identifying/mitigating risks, including potential disputes with contractors. The role supports project management by monitoring operational resources, implementing effective resource management strategies, and coordinating procurement plans to meet timelines and regulations. Additionally, the Specialist contributes to partnership development and portfolio growth by preparing technical reports, identifying and mapping potential partners and donors, and developing proposals for new projects and collaboration agreements. This involves advising on engagement strategies with partners and fostering internal and external alliances to position UNOPS as a solutions provider.

Work Experience

A minimum of 5 years of experience in managing complex national and/or international projects and advising public and private organizations is required, commensurate with academic qualifications. Two years of experience in negotiating and drafting collaboration agreements and project proposals are also necessary. Desirable experience includes 2 years in procurement processes and regulations, financial management in international organizations, UNOPS, or with International Financial Institutions (IFIs).
