Organizational Context
The United Nations Office for Project Services (UNOPS) Global Portfolios Office (GPO) supports partners in delivering sustainable development, climate action, and peacebuilding initiatives globally. This role operates under a global agreement with the UN Office on Drugs and Crime (UNODC), providing essential HR services to support UNODC's mandate in combating illicit drugs, crime, and terrorism worldwide.
Job Purpose
The HR Officer is responsible for ensuring the consistent application of UNOPS HR policies, rules, and procedures across assigned operational areas. This role is crucial for the effective management, implementation, and oversight of key HR service lines, including recruitment, contract administration, policy interpretation, learning, and personnel realignment. By working closely with stakeholders at regional and headquarters levels, and aligning with client needs, the HR Officer contributes to the smooth functioning of HR operations and supports the achievement of organizational objectives.
Responsibilities
The HR Officer will contribute to HR policy development and corporate initiatives by providing data-driven insights and sharing best practices. They will lead the implementation of corporate HR strategies and design HR projects aligned with organizational goals, collaborating with leadership on workforce planning and monitoring trends. The role involves providing strategic HR advice on people management, anticipating needs, and offering consultative support. This includes mediating complex issues like grievances and code of conduct violations, promoting line management accountability, and supporting continuous professional development and diversity initiatives. The HR Officer will oversee talent acquisition and management processes, including recruitment, onboarding, performance management, and contract administration, while also coordinating personnel realignment exercises and developing plans to attract and retain key talent. Additionally, they will support training sessions and knowledge-sharing initiatives.
Work Experience
Required experience includes recruitment, HR contract administration, employee relations, and organization design/development. Proficiency in collaboration tools (e.g., MS Office, G-Suite) and web-based management systems is also necessary. Experience in multicultural environments or UN system organizations, particularly in developing countries or humanitarian contexts, is desirable.
