Job Purpose

The Associate Civil Engineer (Quantity Surveyor/Cost Estimator) is responsible for providing specialized expertise in quantity surveying, cost estimation, and contract administration for infrastructure projects, primarily within Uzbekistan's healthcare sector. This role ensures the financial integrity and compliance of construction-related transactions. Key contributions include supporting the development of technical documentation, managing contractor payments, and facilitating knowledge sharing. By ensuring projects adhere to high standards and are delivered efficiently, the position directly supports UNOPS's mission to improve health systems and patient care in the region.

Responsibilities

The role involves comprehensive construction management, including assisting in planning, coordinating, and monitoring works progress against the Bill of Quantities (BoQ). This includes identifying potential delays and cost overruns, developing engineer's estimates, and reviewing BoQs for accuracy and compliance with UNOPS and national regulations. The position also supports the accurate valuation of contractor payments and variations. Development of technical documentation includes taking-off quantities from various drawings, preparing payment valuations, and assisting in cost estimations and drafting specifications. Furthermore, the role contributes to reporting, knowledge sharing, and capacity building by providing training on best practices in quantity surveying, construction, and safety standards to national personnel.

Work Experience

Six years of relevant experience in quantity surveying, cost estimating, project engineering, or building construction management is required with a high school diploma. Proficiency in local cost estimation software (e.g., ABC or TNQurilish) and knowledge of Uzbekistan's cost estimation and quantity surveying norms are mandatory. Experience with CAD software is an asset, as is prior experience within UN system organizations.
