GPO collaborates with governments, financial institutions, and UN agencies, providing services like project and fund management, hosting, and HR support. This role specifically supports the UN Office on Drugs and Crime (UNODC) through HR services.

Job Purpose

The HR Officer is responsible for ensuring the consistent application of UNOPS HR policies, rules, and procedures across assigned geographic areas. This role is crucial for the effective management and implementation of key HR service lines, including recruitment, contract administration, policy interpretation, and personnel realignment. By working closely with stakeholders in the Regional Office and Headquarters, and aligning with client needs, the HR Officer contributes to the smooth operation and strategic HR objectives of UNOPS and its partners, ensuring compliance and providing solutions to complex HR issues.

Responsibilities

The HR Officer will contribute to HR policy development by providing data-driven insights and country-specific best practices. They will lead the implementation of corporate HR strategies and initiatives, design and manage HR projects, and collaborate on workforce planning to optimize service delivery. The role involves communicating policy changes, maintaining HR analytics, and providing strategic guidance on people management. Key duties include advising on sensitive HR issues, promoting line management accountability, and supporting continuous professional development and diversity initiatives. The officer will oversee talent acquisition and management processes, including recruitment, onboarding, performance management, and contract administration, while also coordinating personnel realignment exercises and identifying critical talent needs.

Work Experience

Required experience includes work in recruitment, HR contract administration, employee relations, or organization design and development. Proficiency in collaboration tools (e.g., MS Office, G-Suite) and web-based management systems is also necessary. Experience in multicultural environments or UN system organizations, particularly in developing countries or humanitarian contexts, is desirable.
