Job Purpose

The Construction Engineering Technician - Analyst, under the direct supervision of the Principal Civil Engineer, is responsible for overseeing construction work, ensuring quality assurance, and monitoring progress within an assigned geographical area. This role is crucial for the successful execution of infrastructure projects, ensuring they align with project scope, budget, and timelines. The position requires a proactive approach to identifying and mitigating risks, managing contractors, and maintaining accurate site documentation. The analyst will contribute to project strategy development and reporting, ensuring compliance with national regulations and UNOPS standards, ultimately supporting the government's development objectives and improving the quality of life for the population.

Responsibilities

The role involves comprehensive supervision of construction works, providing technical advice to the Principal Civil Engineer, and identifying potential risks and improvements. Responsibilities include conducting needs assessments for hydraulic infrastructure, contributing to project plans, and managing contractor execution to meet deadlines and budgets. The technician will draft and verify technical documents, ensure site documentation is maintained according to regulations, and foster cooperation with contractors and local authorities. A key duty is ensuring compliance with health and safety procedures on construction sites. Quality assurance includes supervising construction material quality and verifying technical specifications. Progress monitoring involves reviewing contractor plans for quality, health, safety, social, and environmental aspects, organizing site coordination meetings, and submitting detailed site visit reports with photographic evidence and lessons learned.

Work Experience

A minimum of 2 years of experience in civil or hydraulic engineering infrastructure is mandatory. The candidate must possess knowledge in task planning and management, with the ability to monitor field work, identify and resolve discrepancies, and solve problems effectively.

Proficiency in ArcGIS, AutoCAD, Building Codes, Building Information Modeling, Building Inspections, Building Maintenance, Building Materials, Diversity & Inclusion, and Electrical Safety.
