The East Asia and Pacific Multi-Country Office (EAPMCO) of UNOPS, headquartered in Bangkok, supports operations across 24 countries. It provides strategic direction and operational support for projects in areas like energy transition and climate change. This role is specifically within a project in Papua New Guinea focused on procuring and delivering high-voltage transformers, a critical component for the National Energy Access and Transformation (NEAT) project.

Job Purpose

This home-based retainer role serves to strengthen client-side technical assurance for the procurement of high-voltage transformers. The incumbent will independently review and verify manufacturer design submissions, including calculations and drawings, to ensure full compliance with international standards (IEC 60076) and project specifications. The primary objective is to identify and report any technical deficiencies, inconsistencies, or non-compliances, providing expert recommendations for corrections before manufacturing proceeds. This ensures the quality and reliability of the transformers, preventing production delays and supporting the successful delivery of the energy project.

Responsibilities

The Lead Electrical Engineer will conduct thorough technical reviews of manufacturer design calculations, engineering drawings, and data sheets, ensuring compliance with IEC 60076 standards and contractual specifications. They will provide timely, expert technical recommendations to the Project Manager to resolve design issues and prevent production delays. Adhering to UNOPS procedures, the role involves cross-checking calculations against drawings and specifications for quality assurance. Responsibilities include preparing concise technical review reports, marked-up documents, and a final design review close-out memorandum. The engineer will collaborate with the UNOPS project team and provide technical guidance to suppliers, acting as a client-side specialist to verify that transformers meet all quality benchmarks and assist in defining Factory Acceptance Testing (FAT) parameters.

Work Experience

Required experience includes work in the design, engineering, manufacture, technical review, or testing of high-voltage power transformers, along with familiarity with transformer manufacturer design documentation and calculation methodologies. Desired experience includes working in multicultural or UN environments, development contexts, with transformers up to 132 kV, and practical knowledge of relevant IEC standards.
