The East Asia and Pacific Multi-Country Office (EAPMCO) of UNOPS, headquartered in Bangkok, supports operations across 24 countries. In Papua New Guinea, UNOPS has been active since 2016, focusing on infrastructure, procurement, and project management. The Milne Bay Project, funded by the Australian Government, aims to deliver climate-resilient infrastructure solutions for water, sanitation, and power supply challenges.

Job Purpose

The Lead Civil Engineer will provide essential technical expertise and support for the planning, coordination, implementation, and monitoring of infrastructure projects within the Milne Bay Project. This role is crucial for ensuring the successful delivery of climate-resilient infrastructure solutions, meeting quality standards, adhering to timelines, and managing budgetary constraints. The incumbent will collaborate with internal and external stakeholders, manage project operations, engage with local authorities and communities, oversee financial aspects, prepare comprehensive reports, and navigate complex environments with potentially limited resources, ultimately contributing to the project's development goals.

Responsibilities

The Lead Civil Engineer is responsible for technical design and procurement support, including preparing design briefs, concept designs, specifications, and final design documentation. This involves developing scope of works, budget estimates, schedules, and Bills of Quantities, and coordinating with the procurement unit for tender processes and contract issuance. The role also entails construction supervision, providing expert advice on engineering issues, managing contractors, ensuring compliance with technical documentation, and maintaining cooperation with site supervisors, contractors, designers, and local authorities. Quality assurance is key, involving the implementation of QC procedures, supervision of construction materials, verification of technical specifications, and ensuring contractor compliance with method statements and defect notification periods. Furthermore, the position involves monitoring and progress control, conducting needs assessments, reviewing contractor plans, ensuring adherence to health, safety, social, and environmental requirements, holding coordination meetings, and providing site visit reports. Finally, the role contributes to knowledge building and sharing by assisting with capacity building, documenting lessons learned, and ensuring timely completion of reports.

Work Experience

Required experience includes civil engineering, infrastructure project management, and construction supervision. Desired experience encompasses managing water and sanitation projects, producing drawings, BOQs, specifications, and design reports. Experience working with government agencies and international organizations, proficiency in CAD software, and familiarity with FIDIC contracts are also advantageous.
