The UNOPS Global Portfolios Office (GPO), with hubs in New York, Geneva, and Vienna, leads multi-regional initiatives advancing sustainable development, climate action, and peacebuilding globally. From Geneva, UNOPS supports the 2030 Agenda and SDGs by providing services to partners, including governments and UN agencies. The Global Fund for Coral Reefs (GFCR), launched in 2020, mobilizes public and private finance to safeguard coral reefs and enhance ecosystem resilience through blended finance approaches.
Job Purpose
The Portfolio Manager, reporting to the GFCR Deputy Director, is responsible for the strategic development, oversight, and performance management of the GFCR programme portfolio. This role is crucial for ensuring that GFCR-funded programmes are well-designed, effectively implemented, and aligned with the Fund’s objectives and blended finance approach. Key contributions include leading portfolio coordination, programme monitoring, technical reviews of proposals, risk management, comprehensive reporting, and impact analysis. The incumbent will play a vital part in achieving the GFCR's mission of enhancing coral reef ecosystems, communities, and economies by unlocking new financial resources for sustainable businesses and conservation efforts.
Responsibilities
The Portfolio Manager will oversee programme portfolio management, coordinating the development and management of assigned trust funds and ensuring programmatic collaboration. This includes developing portfolio management tools, evaluating proposals, and managing programmatic risks. A key function is monitoring, reporting, and impact measurement, leading the production of progress reports, investment updates, and lessons learned, and applying monitoring frameworks for portfolio performance, ESG compliance, and environmental/social impact. The role involves conducting technical reviews of concept notes and programme proposals, ensuring alignment with GFCR objectives and blended finance principles, and scoring evaluations. Partnership development is also critical, leading programmatic initiatives and providing technical support to partners. Finally, the position includes team management, supervising Portfolio Specialists and Programme Analysts, providing guidance, performance management, and ensuring effective workload distribution and quality control.
Work Experience
A minimum of 7 years (with a Master's degree) or 9 years (with a Bachelor's degree) of relevant work experience is required, preferably in climate, environment, or development sectors. Experience in project/programme portfolio management, coordination, monitoring, and quality assurance is essential. A track record of managing donor-funded projects and international experience in developing countries is also necessary.
