Organizational Context
UNOPS operates in the Asia Pacific region, with a focus on supporting sustainable development solutions across 17 countries. The East Asia and Pacific Multi-Country Office (EAPMCO), established in 2023, provides strategic direction and operational support for projects in Southeast Asia, Northeast Asia, and the Pacific. The Pacific Operations Cluster specifically supports 12 Pacific Small Island Developing States (PSIDS) with infrastructure, capacity building, and programme management services.
Job Purpose
The Project Manager (Infrastructure) is responsible for the effective delivery and day-to-day management of infrastructure projects, which may involve the construction of physical assets or technical outputs across various sectors like education, health, transportation, irrigation, and port infrastructure. This role serves as the primary point of contact for coordination with donors, partners, and beneficiaries, ensuring strict adherence to contractual commitments and UNOPS performance standards. Acting on behalf of the Project Board, the Project Manager is accountable for ensuring that all project outputs are delivered within the agreed tolerances for time, cost, scope, quality, risk, and benefits, thereby maximizing the impact and success of UNOPS initiatives.
Responsibilities
The Project Manager will oversee the entire project lifecycle, from developing and updating implementation plans to managing the production of required outputs and ensuring quality compliance. This includes developing infrastructure designs, coordinating design reviews, and embedding sustainability dimensions into project activities. The role involves monitoring progress, controlling variances, managing changes, and proactively identifying and mitigating project risks to maximize benefits for stakeholders. Key responsibilities also include preparing and issuing regular project and financial reports, maintaining project documentation, and ensuring compliance with UNOPS policies, financial regulations, and local laws. Effective stakeholder engagement, including developing engagement strategies and fostering strong working relationships, is crucial. The Project Manager will also lead and motivate the project team, ensuring clear roles, performance management, and adherence to safety and security standards.
Work Experience
Required experience includes implementing and managing infrastructure projects in developing or post-conflict environments, defining technical and design requirements, and managing project risks in a multi-stakeholder context. Experience with infrastructure quality assurance methodologies is also necessary. Desirable experience includes working in multicultural environments, development/humanitarian contexts, contract management, and knowledge of FIDIC contracts.
