Organizational Context
The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries. The East Asia and Pacific Multi-Country Office (EAPMCO), also headquartered in Bangkok, supports UNOPS operations across 24 countries, implementing initiatives in priority areas like energy transition and climate change. This specialist role provides temporary support to the EAPMCO Project Management Office.
Job Purpose
The Programme Management Office (PRMO) Specialist is responsible for enhancing strategic, operational, and governance frameworks to ensure effective project and programme design, prioritization, and implementation aligned with UNOPS and partner objectives. Reporting to the Head of PMO, the role supports management in strategic planning and portfolio oversight, ensuring delivery assurance and adherence to UNOPS standards. Key contributions include promoting best practices in project management, ensuring consistent application of methodologies and tools, enabling evidence-based decision-making, optimizing resource utilization, and facilitating the effective delivery of sustainable results across the region.
Responsibilities
The role involves contributing to strategic oversight and advice on project and programme management activities, supporting the development and revision of project budgets and staffing plans, and establishing resource tracking systems for enhanced planning and forecasting. Responsibilities include facilitating project and programme plan preparation, managing dependencies, providing support on project assets, finance, and administrative matters, and serving as the focal point for project closure activities. The specialist will prepare, review, and issue regular project reports, continuously assess project performance, implement monitoring and evaluation systems, and analyze delivery data to identify trends and risks. Additionally, the role ensures compliance with UNOPS standards, policies, and audit requirements, collaborates with various teams for quality control, and participates in process improvement initiatives. Personnel management and knowledge sharing on project management best practices are also key functions.
Work Experience
Requires relevant experience in project management or related areas, with demonstrable proficiency in collaboration and productivity tools (e.g., MS Office, G-Suite) and web-based management systems. Experience in multicultural environments, UN system organizations, or in development/humanitarian contexts is desired.
