Job Purpose
The HR Senior Officer acts as the HR Lead for the UNOPS office, ensuring consistent application of HR policies, rules, and procedures across assigned operational areas. This role is crucial for the effective management, implementation, and oversight of key HR functions, including recruitment, contract administration, policy interpretation, learning, and personnel realignment. The position requires close coordination with the Regional Office and HQ stakeholders, aligning HR services with client needs and supporting the organization's strategic objectives. The role contributes to a smooth operational transition by ensuring workforce continuity, fostering staff engagement, and delivering high-quality HR services.
Responsibilities
The HR Senior Officer will contribute to HR policy development by providing data-driven insights and country-specific best practices, leading the implementation of corporate HR strategies and initiatives aligned with organizational goals. Responsibilities include designing and leading HR projects, developing and implementing workforce planning initiatives, and communicating HR policy changes. The role involves providing strategic HR advice on people management, mediating complex employee relations issues, and promoting line management accountability. Additionally, the officer will oversee talent acquisition and management processes, including recruitment, onboarding, performance management, and contract administration, while also managing the HR team to ensure effective service delivery and contributing to knowledge sharing through training and research.
Work Experience
Required experience includes recruitment, HR contract administration, employee relations, and organization design/development. Proficiency in collaboration tools (e.g., MS Office, G-Suite) and web-based management systems is essential. Experience in multicultural or UN system environments in developing countries, or in development/humanitarian contexts, is desirable.
