Organizational Context

The UNOPS Global Portfolios Office (GPO) supports sustainable development and climate action globally. The Water, Environment and Climate (WEC) portfolio, part of GPO, manages significant funds to operationalize climate agendas and environmental protection. The NDC Partnership, jointly hosted by UNOPS, WRI, and UNFCCC, is a global coalition focused on strengthening capacity for country-owned climate and development action.

Job Purpose

This role serves as a Climate Change Adaptation Officer within South Africa's Department of Forestry, Fisheries and the Environment (DFFE). The primary purpose is to provide technical support, coordination, and facilitation for the Green Climate Fund Readiness application and the development of the Climate Investment Platform (CIP). The incumbent will ensure the smooth implementation of adaptation measures outlined in the Nationally Determined Contribution by fostering coordination among key stakeholders, including government bodies, development banks, and the private sector. This position is crucial for strengthening national coordination, mobilizing resources, and supporting monitoring and evaluation efforts related to climate change adaptation.

Responsibilities

Key responsibilities include supporting the development of the Green Climate Fund (GCF) readiness application by addressing GCF comments and developing funding proposals. The role involves facilitating the development of the Climate Investment Platform (CIP) through stakeholder mapping, organizing coordination meetings, and supporting its implementation with a project plan. Strategic partnerships for resource mobilization and developing a project pipeline for adaptation investments within the CIP are also critical. The officer will organize and support multi-stakeholder dialogues for CIP development and assist the government in preparing for relevant events. Additionally, responsibilities include supporting monitoring and evaluation efforts by improving the National Climate Change Information System (NCCIS) and National Climate Change Response Database (NCCRD), developing adaptation indicators, contributing to the Annual Climate Change Report, and participating in relevant forums.

Work Experience

A minimum of two years of experience in multilateral, national, and grassroots governance related to climate change policy or developing national systems is required. Experience managing national stakeholder engagement processes and knowledge of the country's climate change policy frameworks are essential. Familiarity with government processes, climate financing, and fostering cooperation between agencies is desirable.
