Organizational Context
The UNOPS Global Portfolios Office (GPO) supports partners in delivering sustainable development, climate action, and peacebuilding initiatives globally, operating in challenging environments. The New York Portfolios Office (NYPO) specifically manages UNOPS' New York-based portfolios, providing project management, procurement, HR, and financial services to partners like the UN Secretariat and Member States, fostering collaboration for growth and SDG achievement.
Job Purpose
The Support Services Manager (SSM) is a crucial role within the UNOPS Peace and Security Cluster (PSC) Sudan Programme, reporting to the Head of Project Unit. The primary purpose of this position is to ensure the efficient and integrated delivery of comprehensive support services across all operational facets of the programme. This includes overseeing finance, human resources, procurement, health, safety, security, environmental management, and information technology. By managing these critical support functions, the SSM directly contributes to the successful implementation of UNOPS' mission to assist partners in managing projects, infrastructure, and procurement sustainably and efficiently, ultimately impacting the achievement of programme and project results in Sudan.
Responsibilities
The Support Services Manager provides operational leadership and technical support, monitoring and supervising teams and all operational aspects (Finance, HR, Procurement, HSSE, IT, Administration) to ensure results are achieved in compliance with UNOPS rules and standards. This includes improving client service and satisfaction, providing operational advice on project financing, and collaborating on the planning of support services. The role involves assisting with project planning, budget preparation, contract negotiations, and monitoring financial projections. Key responsibilities also include managing procurement and grant issuance processes, ensuring compliance with financial regulations, and overseeing human resource services such as recruitment and performance management, with a strong emphasis on DEI and GESI integration. Additionally, the SSM manages administrative services, IT infrastructure, and asset management, while contributing to knowledge management and sharing best practices.
Work Experience
Requires at least 3 years of recent experience in managing staff and operational systems, specifically in leading and managing personnel and operational systems across at least two of the following functions: procurement, finance, logistics/asset management, or HR. Willingness to work in hardship duty stations and travel to post-crisis locations is also required.
