Organizational Context
The Risk and Compliance Group (RCG) at UNOPS strengthens risk management and ensures operations align with UN values. It provides expertise in risk management, quality assurance, compliance, internal controls, and due diligence. The group manages the Contracts and Property Committee (CPC) and bid protest processes, embedding risk management and promoting operational excellence, integrity, and accountability across the organization.
Job Purpose
This role provides strategic and operational oversight for the Review Committee function, ensuring objective, efficient, and compliant review of procurement and related cases against UNOPS Financial Regulations, Rules, and policies. The position involves managing case reviews, advising senior management, facilitating committee meetings, and ensuring the quality of outputs. It also contributes to knowledge management, capacity building, stakeholder coordination, process improvement, and policy development by identifying trends and promoting best practices. The role supports effective team coordination and fosters an inclusive working environment, ultimately contributing to transparent, efficient, and compliant resource utilization.
Responsibilities
The CPC Chair is responsible for the comprehensive case management of all contract review types, including regular and emergency procurement cases, ensuring strict compliance with financial regulations and policies. This includes providing guidance on provisions, write-offs, asset management, and asset disposal to support project lifecycle management. The role acts as an advisor to senior procurement and regional directors, supports the maintenance of the contract review program, and encourages continuous assessment of contracting processes for efficiency and integrity. Additionally, the Chair facilitates and manages Review Committee meetings, oversees administrative tasks, supports the recruitment and development of committee members, and promotes teamwork. The role also focuses on knowledge management and capacity building, including training new members, implementing reporting mechanisms, identifying trends, and suggesting policy improvements.
Work Experience
A minimum of 7 years of progressively responsible experience in procurement, supply chain, project/contract management, or logistics support is required. UNOPS field experience and/or experience with UNOPS regulations and rules are desirable, as is prior experience as a member of the CPC.
