Organizational Context
The UNOPS Global Portfolios Office (GPO) supports partners in delivering global initiatives for sustainable development, climate action, and peacebuilding. Operating across over 130 countries, GPO collaborates with governments, financial institutions, and UN agencies on project management, fund management, and HR support. This role is within the Development and Special Initiatives team, focusing on UN Secretary-General's priorities and the 2030 Agenda.
Job Purpose
The Project Manager [Implementation - Infrastructure Asset Management] is accountable for the end-to-end planning, organization, and execution of projects, ensuring successful delivery within agreed tolerances for time, cost, scope, quality, risk, and benefits. This role acts as the primary liaison with donors, partners, and beneficiaries, ensuring alignment with contractual obligations and UNOPS performance standards. The incumbent will manage stakeholder expectations, apply a deep understanding of project management principles, and contribute to achieving partner goals through effective project oversight and implementation, particularly in strengthening public infrastructure planning and management.
Responsibilities
The Project Manager is responsible for developing and implementing comprehensive project plans, managing production of outputs, and ensuring quality of work packages. This includes monitoring progress, controlling variances, managing changes, and mitigating project risks to maximize stakeholder benefits. The role requires adherence to UNOPS policies, financial regulations, and ethical standards, maintaining project documentation, and supporting audits. Key duties involve establishing robust monitoring and evaluation frameworks, preparing regular project and financial reports, and developing effective stakeholder engagement strategies. Additionally, the Project Manager will foster a learning environment, promote knowledge sharing, and manage project teams, ensuring clear roles, motivation, performance management, and adherence to safety and security standards.
Work Experience
Requires professional experience in implementing complex, multi-country projects related to Infrastructure Asset Management, working with governments and partners in developing countries. Experience in project planning, implementation, control, risk management, and capacity building is essential. Desirable experience includes working in multicultural environments, development contexts, and utilizing IAM assessment tools.
