Organizational Context
UNOPS operates in Latin America and the Caribbean across 23 countries, focusing on sustainable development through infrastructure, public health support, and institutional capacity building. The Andean Multi-Country Office (ANMCO), based in Peru, also covers Ecuador and Colombia, providing technical assistance to strengthen local governments and improve public services. UNOPS has been active in Peru since 1995, supporting various sectors and contributing to public sector modernization.
Job Purpose
The Finance Associate, under the direct supervision of the ANMCO Finance Officer, is responsible for delivering high-quality, accurate, and consistent financial services to the Operations Centre and projects in Peru. This role ensures adherence to UNOPS financial rules and regulations, maintaining a client-oriented approach. The Associate will provide expert support in executing financial processes, safeguarding the integrity of financial operations, and ensuring compliance with all applicable standards and guidelines. This position is crucial for the effective financial management and successful implementation of projects within the Andean region.
Responsibilities
The Finance Associate is responsible for executing financial processes and ensuring compliance with institutional policies. This includes reviewing and validating financial execution documentation, preparing and recording accounting adjustments through General Ledger Entries (GJLEs), and supporting the monitoring of administrative budgets. The role involves managing and tracking project contracts, processing related payments, and controlling financial guarantees (cartas fianza). Additionally, the Associate will prepare and analyze purchase order reports, oversee petty cash and operational advance controls, and manage minor purchase processes. Key responsibilities also include supporting project financial closure by reconciling accounts, monitoring budget execution, preparing financial statements, and managing fund returns. Document management and administrative support for project events and travel are also required.
Work Experience
A minimum of 2 to 6 years of relevant work experience in finance, accounting, or administration is required, depending on academic qualifications. Experience with ERP systems (preferably OU ERP), managing administrative expenses, and ensuring regulatory compliance is essential. Experience within the UN system or international organizations and familiarity with UNOPS financial regulations are desirable.
