UNOPS' Africa regional office, based in Nairobi, supports over 250 projects across 40 countries, focusing on fragile and conflict-affected areas. The Madagascar project office, established in December 2022, partners with the government on sustainable development initiatives in health, energy, agriculture, and infrastructure, impacting over six million people. This role supports these critical development projects.
Job Purpose
This position operates within a dynamic development environment, supporting essential infrastructure projects in Madagascar. The role is crucial for ensuring effective logistical coordination and the timely, cost-effective, and secure delivery of goods in often complex environments. Efficient resource allocation directly impacts project outcomes and service delivery to beneficiaries, making this role vital for the success of UNOPS' development initiatives in the region. The Senior Logistics Officer will manage and coordinate logistical activities, ensure compliance with UNOPS regulations, and identify improvements to optimize operational efficiency.
Responsibilities
The Senior Logistics Officer is responsible for planning and managing logistical activities to ensure the timely, cost-effective, and secure delivery of goods. This includes coordinating logistics with procurement teams, developing relevant storage and distribution strategies, and contributing to supplier management and performance evaluation. The role involves assisting in the design and implementation of appropriate logistics systems, including warehousing and national transport capacity, and establishing long-term agreements. Operational management includes reviewing tender documents, contracts, and purchase orders for compliance, liaising with partners, suppliers, and government agencies for efficient customs clearance and delivery, and tracking shipments. The officer will also oversee the receipt and registration of goods, monitor supplier performance, organize transportation, and manage storage and distribution activities. Furthermore, the role entails reporting on the status of purchased items, maintaining logistics records, drafting correspondence, and identifying and resolving operational bottlenecks. The officer will also support program teams by traveling to regions, building relationships with project managers, and organizing logistics training for staff.
Work Experience
Required: Relevant experience in procurement, supply chain management, business administration, public administration, or a related field, aligning with educational requirements. Experience in implementing last-mile distribution strategies in hard-to-reach areas is essential. Desired: Experience working within Madagascar's public health system, including district health teams, Basic Health Centers, and community health workers. Familiarity with UN rules and regulations, particularly UNOPS procurement procedures, and national customs regulations is advantageous.
