Organizational Context
The Europe and Central Asia Regional Office (ECR) manages UNOPS operations across a diverse region, focusing on sustainable impact in areas like health, education, and governance. The South East Europe Multi-Country Office (SEEMCO) specifically supports development in Serbia, North Macedonia, Montenegro, and Bosnia and Herzegovina, partnering with national institutions and international bodies to advance the SDGs and EU integration. This role supports SEEMCO's strategic positioning in a changing development assistance landscape.
Job Purpose
The Partnerships Development Advisor will provide senior-level strategic guidance to enhance SEEMCO's positioning, expand its programme pipeline, and strengthen institutional engagement across its operational countries. This role is crucial for identifying and advancing new opportunities that contribute to the organization's growth and impact. By offering expert advisory support, the incumbent will help SEEMCO navigate the evolving development assistance context, particularly the increasing prominence of International Financial Institutions. The position aims to ensure UNOPS services are effectively aligned with partner priorities and emerging development financing opportunities, thereby maximizing the organization's contribution to sustainable development goals within the region.
Responsibilities
The Partnerships Development Advisor will offer strategic advice to SEEMCO senior management on programme positioning, portfolio development, and engagement with governments, international organizations, and financing institutions. Key duties include identifying and advancing opportunities for portfolio expansion and diversification, with a focus on International Financial Institutions (IFIs) and governments. The role involves analyzing political, economic, and development trends to pinpoint emerging priorities and potential partnerships. The advisor will contribute to programme and project conceptualization and formulation, providing strategic and technical inputs. Facilitating institutional dialogue, strengthening stakeholder relationships, and advising on aligning programme concepts with partner priorities are also core responsibilities. Additionally, the incumbent will support the development of strategic engagement plans, advise on leveraging UNOPS expertise, and contribute to negotiations for prospective engagements and cooperation frameworks.
Work Experience
Required relevant work experience includes partnership development and resource mobilization. A minimum of 2 years of experience in leadership or key expert positions is also necessary. This experience should demonstrate a strong understanding of stakeholder engagement and strategic planning within the development sector.
