Job Purpose
The Programme Management Senior Associate (Finance) is responsible for managing and integrating finance and project support processes to ensure the integrity, quality, and timeliness of financial transactions and project monitoring. This role ensures compliance with UNOPS and donor financial rules and regulations, contributing to effective project delivery and strengthening internal controls. The associate actively participates in daily finance operations, assists with budgeting, treasury, accounting, and reporting, and supports the overall efficiency and success of UNOPS operations in the region, particularly within the context of a biodiversity protection and waste management project.
Responsibilities
The role encompasses comprehensive finance operations and internal control, ensuring adherence to UNOPS and donor financial rules, and contributing to SOP updates and efficiency measures. It involves detailed budgetary and monitoring control, from setup to closure, including tracking expenditures against outputs and managing budget variances. Treasury, accounting, and financial reporting functions are key, requiring accurate cash flow management, payment processing, ledger maintenance, bank reconciliations, and preparation of financial reports. Project monitoring and reporting involve tracking financial performance, maintaining project documentation, managing budgets and expenditures, and preparing financial inputs for donor reports. The associate also provides project implementation and delivery support, assisting with work plans, agreements, and tracking milestones, risks, and issues. Additionally, operational and administrative support includes HR coordination, procurement planning, and logistical arrangements, alongside financial and procurement management, ensuring compliance and supporting audits. Knowledge building and sharing on project management best practices is also expected.
Work Experience
Requires relevant experience in project management, finance, or administrative support, focusing on financial monitoring, reporting, and compliance. Proficiency in collaboration tools and web-based management systems is essential. Desired experience includes ERP systems, international organizations, multicultural environments, development/humanitarian contexts, and grant management.
