Organizational Context
The United Nations Office for Project Services (UNOPS) Global Portfolios Office (GPO), with hubs in New York, Geneva, and Vienna, supports sustainable development, climate action, and peacebuilding globally. This role is within the GPO, specifically supporting the United Nations Office on Drugs and Crime (UNODC) through the provision of Human Resources services, ensuring compliance with UN and UNOPS regulations.
Job Purpose
The HR Specialist acts as the HR Lead for the UNOPS Global Portfolios Office, ensuring consistent application of HR policies, rules, and procedures across assigned operational areas. This role is crucial for the effective management and oversight of key HR functions, including recruitment, contract administration, and policy interpretation. By working closely with stakeholders at the Regional Office and Headquarters, and aligning with partner needs, the HR Specialist contributes to the smooth delivery of HR services and supports the achievement of organizational objectives and the Sustainable Development Goals.
Responsibilities
The HR Specialist is responsible for contributing to HR policy development by providing data-driven insights and best practices. They will lead the implementation of corporate HR strategies and projects, collaborating with leadership on workforce planning and analytics to support informed decision-making. The role involves providing strategic HR advice on people management, mediating complex employee relations issues, and promoting line management accountability. Additionally, the Specialist will oversee talent acquisition and management processes, including recruitment, onboarding, performance management, and contract administration. They will also manage the HR team to ensure high-quality service delivery and contribute to knowledge sharing through training and research.
Work Experience
Required experience includes recruitment, HR contract administration, employee relations, and organization design/development. Proficiency in collaboration tools and web-based management systems is also necessary. Experience in multicultural environments, UN system organizations, or development/humanitarian contexts is desirable, as is experience leading HR teams or supporting partner entities.
