Organizational Context
The UNOPS Africa Regional Office, based in Nairobi, Kenya, oversees over 250 projects across 40 countries, focusing on fragile and conflict-affected settings. Job Purpose
The Security Officer provides essential technical, operational, and advisory support to ensure the safety and security of UNOPS personnel, assets, and operations within the ESAMCO portfolio. Operating under the United Nations Security Management System (UNSMS), the role is crucial for maintaining security risk management, effective incident response, and promoting personnel safety awareness. This contributes directly to the secure and successful delivery of UNOPS projects and operations across a geographically diverse and operationally complex region, ensuring compliance with global standards and local regulations.
Responsibilities
The Security Officer is responsible for reinforcing security risk management across all UNOPS operations and projects within the ESAMCO area. This includes monitoring security developments, conducting risk assessments, and advising project teams on threats and protective measures. The role involves coordinating with UNDSS and other UN agencies, liaising with local authorities, and overseeing security operations for missions and events. Key duties include managing incident reporting, supporting emergency response, and ensuring compliance with security plans and procedures. Additionally, the incumbent will provide security briefings and training, maintain emergency communication systems, and contribute to business continuity planning. The role also encompasses security administration, budget assistance, and ensuring adherence to UNOPS and UNSMS security policies.
Work Experience
Required experience includes security management, law enforcement, or military roles, with a strong emphasis on security risk assessment, crisis management, and coordination with UNDSS or UN field security structures. Proficiency in collaboration tools and web-based management systems is also necessary. Experience in multicultural environments, developing countries, or within humanitarian/development contexts is desirable.
