Job Purpose
The Partnerships Specialist is responsible for developing and implementing partnership and programme development plans for UNOPS Mozambique. This role is crucial for building and maintaining strong relationships with governments, UN agencies, donors, and other stakeholders to mobilize resources, expand the office's project portfolio, and enhance UNOPS' reputation as a reliable development partner. The Specialist ensures that all partnership initiatives align with UNOPS' global and regional priorities, contribute to sustainable development outcomes, and support the achievement of the office's strategic objectives, thereby strengthening UNOPS' positioning and impact.
Responsibilities
Develop and execute a comprehensive partnership and communications plan, analyzing the development landscape, identifying key partners, and defining strategic positioning for UNOPS in Mozambique and other Portuguese-speaking African countries. Integrate communications and visibility into partnership strategies to enhance UNOPS' presence and demonstrate results. Monitor development trends to identify collaboration opportunities within UNOPS' mandate and capacity. Research and screen potential project opportunities, providing advice on framework agreements and contributing to the formulation and negotiation of new projects. Draft project documents and agreements, and clearly communicate UNOPS' pricing policies. Establish and nurture partnerships with a diverse range of organizations, including UN agencies, governments, and the private sector, to diversify project opportunities. Represent UNOPS in coordination meetings and contribute to UN common planning processes. Provide strategic direction to communications personnel, ensuring alignment with country priorities and partnership objectives. Implement UNOPS standards and tools for effective partnership and project development, contributing to best practices and knowledge sharing.
Work Experience
Requires at least five years of experience in international development, with demonstrated expertise in developing and executing partnership and programme development plans, project development, and proposal writing. Experience in identifying, developing, and negotiating partnership opportunities with IFIs/MDBs is essential. Experience establishing partnerships with UN agencies, international organizations, governments, foundations, NGOs, or the private sector is also required. Project and programme management experience is considered an asset.
