The UNOPS Global Portfolios Office (GPO) delivers impactful multi-regional initiatives advancing sustainable development and climate action. Based in Geneva, it supports the 2030 Agenda and SDGs through partnerships with governments and UN agencies. The Water, Environment and Climate (WEC) portfolio, part of GPO, manages significant funds for climate action and environmental conservation, operationalizing partner agendas globally and regionally. The NDC Partnership, jointly hosted by WRI, UNOPS, and UNFCCC, strengthens capacity for country-owned climate and development action.
Job Purpose
This role aims to enhance the Ministry of Finance's capacity to integrate climate change considerations into fiscal policy, macroeconomic planning, and public financial management. The Technical Advisor will provide specialized analytical, policy, and coordination support to identify institutional needs and develop practical tools, models, and evidence-based policy recommendations. The objective is to improve the government's ability to assess climate-related fiscal risks, integrate climate considerations into budgeting, and implement Montenegro’s NDC 3.0 commitments. By embedding expertise within the Ministry, the role will also foster collaboration among national institutions and development partners, supporting alignment with EU Green Agenda requirements and promoting a resilient, low-carbon economy.
Responsibilities
The Technical Advisor will align fiscal policy, public financial management, and macroeconomic planning with Montenegro’s NDC 3.0 commitments and EU Green Agenda requirements. This involves conducting a diagnostic phase to map existing methodologies, processes, and data, delivering a report on gaps and needs for climate-fiscal integration. The role will support the development and application of decision-support tools or models for assessing climate-related fiscal risks and economic impacts, including hands-on training and operationalization. A technical and operational manual will be prepared to ensure long-term applicability. Capacity building through targeted trainings and workshops will strengthen institutional knowledge within the Ministry of Finance. The advisor will also support policy development through analytical papers and policy briefs, and enhance coordination between the Ministry of Finance, the Ministry of Ecology, and other relevant institutions. Participation in technical working groups and periodic missions to Montenegro will ensure effective engagement and coordination.
Work Experience
A minimum of five years of relevant professional experience is required in public financial management, fiscal policy, macroeconomic analysis, or climate-related economic analysis, preferably within ministries of finance or central banks. Proven experience in developing or guiding the use of decision-making tools and providing technical support to government ministries on climate-fiscal reforms or climate investment planning is essential. Experience in Southeast Europe or EU candidate countries, familiarity with EU Green Agenda requirements, and knowledge of climate-informed fiscal policy frameworks are desirable.
