ICT Senior Associate - Quality Assurance

UNOPS Philippines supports sustainable development through procurement, project management, infrastructure, and logistics. The Support to Bangsamoro Transition (SUBATRA) program, funded by the EU and AECID, aims to facilitate the transition in BARMM by building capacity within the Bangsamoro Government and civil society. UNOPS provides crucial ICT support for this program, including the development of an automated attendance and monitoring system for the Office of the Chief Minister.
Job Purpose
The ICT Senior Associate - Quality Assurance will lead the quality assurance efforts for the Attendance Processing and Management Module (Module 2) of the Automated Collection and Monitoring System (AC-AMS) within the SUBATRA Programme. This role is critical for ensuring the system is functionally accurate, reliable, secure, and compliant with BARMM attendance policies and OCM-ICO operational requirements. The position requires expertise in software quality assurance, test planning, automated and manual testing, business rule validation, data reconciliation, and defect management. The associate will develop and execute test strategies, validate attendance computation and payroll logic, oversee User Acceptance Testing (UAT), and ensure all system components meet stringent quality and security standards before deployment, contributing to the overall success of the AC-AMS project and strengthening OCM-ICO's long-term system maintenance capabilities.
Responsibilities
The ICT Senior Associate - Quality Assurance is responsible for supporting the quality assurance strategy and testing framework, including the preparation of test plans, test cases, and defect management processes. A key duty is validating attendance computations, tardiness, overtime, and payroll deductions against specific policies (MO 0016, MO 0256) and functional specifications, developing test cases from policy documents and operational scenarios, and ensuring payroll outputs meet HRMD requirements. The role also involves contributing to User Acceptance Testing (UAT) planning and coordination, leading parallel-run reconciliation activities, and documenting findings. Ensuring compliance with OCM-ICO engineering standards, software quality requirements, and data privacy obligations is essential, as is maintaining organized testing documentation. Finally, the associate will support deployment validation, participate in reviews, and provide knowledge transfer to OCM-ICO counterparts to enhance their long-term system validation and maintenance capabilities.
Work Experience
Required experience includes professional software QA, developing test cases from policy documents or business rule specifications, proficiency in automated testing tools, and experience in data reconciliation and rule-based correctness testing of computed outputs such as payroll or attendance data.
