Organizational Context
The Asia Pacific Regional Office oversees UNOPS operations across 17 countries, focusing on strategic leadership and operational excellence. The Afghanistan Country Office (AFCO) has shifted its focus to supporting life-saving initiatives and basic human needs, including managing cash-for-work programs and procuring emergency supplies. This role is within the Verification of Claims and Expenditures Project (VCEP), executed by UNOPS for ADB.
Job Purpose
The Finance Associate provides essential financial services under the guidance of the Finance Senior Officer, ensuring high quality, accuracy, and consistency in all financial operations. This role is crucial for the effective functioning of the Verification of Claims and Expenditures Project (VCEP) by supporting the verification of claims and expenditures for works and services completed in Afghanistan. The Associate promotes a client-oriented approach, adhering strictly to UNOPS rules and regulations, and contributes to the accurate financial management and reporting required for project success and donor compliance.
Responsibilities
The Finance Associate is responsible for comprehensive budget administration, including preparation, monitoring, and revision of project and office budgets, ensuring alignment with financial policies and agreements. This includes preparing financial data and analysis for management decision-making and contributing to verification reports. The role involves meticulous accounting and payment processing, reviewing and verifying payment requests, processing vouchers, and executing pay cycles in the ERP system. Maintaining an internal expenditure control system, processing accounts receivable/payable, and performing regular account reconciliations are key duties. Additionally, the Associate manages cash and treasury functions by monitoring cash positions, preparing cash flow forecasts, and conducting account reconciliations. Financial reporting and analysis are also critical, involving the preparation of financial and verification reports, supporting variance analyses, and assisting with audit exercises. Finally, the role includes knowledge building and sharing, supporting training sessions, and ensuring compliance with methodologies and data management standards.
Work Experience
A minimum of 6 years of relevant experience is required with a Secondary School Diploma, or a minimum of 2 years of relevant experience with a Bachelor’s Degree. Experience within the UN System, managing operations for large donor-funded projects, and proficiency in ERP systems are desirable.
