Job Purpose

The Finance Specialist is responsible for efficient financial reporting and providing accurate, well-researched financial information for the preparation of financial statements. This role involves analyzing and interpreting financial rules, regulations, and accounting standards (IPSAS) to resolve complex financial issues and General Ledger transactions. The specialist will supervise support personnel and promote a client-oriented approach in line with UNOPS regulations, contributing to the overall financial integrity and operational excellence of the organization.

Responsibilities

Manage and oversee general corporate accounting, including reviewing and monitoring financial transactions for accuracy and appropriate accounting treatment according to UNOPS Financial Rules and Regulations. Coordinate monthly, quarterly, and year-end closure processes for General Ledger modules, and prepare management reports on reconciliations and key issues. Provide expert advice on General Ledger accounts and IPSAS compliance, and manage automation projects for financial processes. Conduct financial oversight and monitoring of General Ledger transactions, scrutinizing supporting documents for accuracy and completeness. Collaborate on risk management for financial transactions and identify areas for process improvement. Coordinate with internal and external auditors, preparing necessary reports and analysis, and monitoring follow-up actions on audit recommendations. Support capacity building through training and system improvements, acting as a focal point for the Financial Accounting module in the UNOPS ERP system.

Work Experience

Requires relevant experience in financial reporting, audit, and accounting within an international environment. A strong understanding of International Public Sector Accounting Standards (IPSAS) or International Financial Reporting Standards (IFRS) is essential. Proficiency in computer skills for data presentation and reporting is necessary, along with experience collaborating across teams and building stakeholder relationships. Experience with ERP system developments and process automation is desirable.
