Senior Advisor (Counter-Terrorism)
Organizational Context
The UNOPS Global Portfolios Office (GPO) supports partners in delivering global impact through diverse expertise, leading multi-regional initiatives in sustainable development, climate action, and peacebuilding. The Development and Special Initiatives team collaborates with UN partners and Member States on global programs, including counterterrorism, aligning with the 2030 Agenda and Sustainable Development Goals. This role supports UNOCT's project activities.
Job Purpose
This Senior Advisor role provides high-level strategic, operational, and advisory support to enhance Member States' counter-terrorism capabilities within their national law enforcement structures. The incumbent will work closely with national authorities to improve the effectiveness, professionalism, and operational coordination of law enforcement responses to terrorism threats. The position aims to strengthen national capacities through expert guidance, technical assistance, and capacity-building initiatives, ensuring that counter-terrorism efforts are robust, professional, and aligned with international standards and best practices.
Responsibilities
Lead comprehensive assessments of national law enforcement capacities for counter-terrorism, identifying gaps and priority areas. Design and implement technical assistance and capacity-building programs to enhance operational readiness and institutional resilience of law enforcement entities. Provide strategic advice and mentorship to senior law enforcement officials on organizational structures and operational practices. Support the development and refinement of operational policies, standard operating procedures (SOPs), and guidelines for counter-terrorism incident response. Deliver advanced training and mentoring to senior officers and specialized units. Promote the integration of human rights, accountability, and gender-sensitive approaches in all supported activities. Prepare high-quality written outputs, including analyses, presentations, and reports.
Work Experience
Requires at least five years of experience in counter-terrorism, preferably in an international policing context. Experience in senior command positions (Superintendent/Colonel or above) in law enforcement operational roles contributing to national counter-terrorism efforts is essential. Expertise in building operational law enforcement capacity, ensuring compliance with international laws and human rights standards, is also required.
