Organizational Context
The UNOPS Africa Regional Office, based in Nairobi, Kenya, oversees over 250 projects across 40 countries, focusing on fragile and conflict-affected settings. Job Purpose
The Procurement Manager is responsible for developing and implementing strategic, effective, and compliant procurement services that align with international best practices and UNOPS policies. This role involves analyzing and interpreting complex procurement rules and regulations to provide expert advice and solutions. The manager will focus on strategic relationship building, demand management, aggregation, and understanding the supply market to achieve cost reductions and savings. By promoting ethical conduct, the Procurement Manager will foster a collaborative, client-focused, and results-oriented approach, working closely with leadership, project managers, and HQ personnel to ensure optimal value for money in acquiring goods, services, and works, while effectively managing procurement risks.
Responsibilities
Leads the development and implementation of procurement and contracting strategies for goods, services, and works, ensuring compliance with UNOPS governance framework and promoting cost reduction. Manages procurement processes for acquisitions, applying appropriate modalities and instruments, and overseeing monitoring and control systems. This includes managing solicitations, evaluations, negotiations, and contract finalization. The role involves reviewing and pre-clearing procurement documents and submissions to committees. Ensures optimal management of contracts and contractors through performance monitoring. Drives the implementation of sourcing strategies and e-procurement tools, including supplier roster management and quality assurance. Facilitates knowledge building and sharing on procurement topics, leading capacity development initiatives and contributing to procurement networks. Manages the procurement team through effective recruitment, planning, performance management, and coaching, ensuring compliance with policies and best practices.
Work Experience
A minimum of five years of relevant professional procurement experience is required, encompassing advising on and implementing policies for complex procurement programs and services. Experience in managing complex, high-value procurement cases and leading diverse teams (local and international) is also necessary. Experience in infrastructure procurement, working with various stakeholders in developing or developed countries, and proficiency with computer software and web-based management systems are desirable.
