Application Management Lead - Learning Management Platform
Organizational Context
UNOPS is supporting the World Health Organization (WHO) in managing its Academy's learning technology platform. This role operates within the WHO's Information and Digital Technologies department, contributing to a global initiative to enhance lifelong learning for health workers. The position is based in Kuala Lumpur and is a Partner Personnel role.
Job Purpose
The Application Management Lead will be responsible for developing and implementing new policies, techniques, and standards for the Learning Experience Platform (LXP). This role involves innovating solutions for complex problems, providing expert advice on program development, and driving transformative change within learning technology. The lead will also direct teams and junior managers, advocating for new ideas to enhance the platform's capabilities and user experience, ultimately contributing to WHO's mission of advancing learning and human development for sustainable health targets globally.
Responsibilities
Key responsibilities include coordinating internal teams and managed service providers for application development, managing the full lifecycle of the Open edX platform, and enforcing coding standards using Python, Node.js, and JavaScript frameworks. The role requires ensuring DevOps practices, developing runbooks, and managing software development processes from requirements to service transition. Designing integration patterns for APIs and data architecture, implementing reliability engineering, and overseeing observability across all LXP layers are crucial. Additionally, defining and enforcing security practices, managing operational processes like incident and request fulfillment, and ensuring high availability for the application layer are essential. The role also involves leading open-source product design, contributing to the community, and staying updated on emerging e-learning trends, including AI/ML integration.
Work Experience
Required experience includes software architecture and development, working with large-scale, cloud-native Open edX platforms, and in security, compliance, or data governance. Desired experience encompasses microservices, containerization (Kubernetes/OpenShift), CI/CD automation, specific programming languages and frameworks (Python, Node.js, Vue.js), databases (SQL, NoSQL), and EdTech platforms. Familiarity with event streaming, workflow orchestration, and learning standards is also beneficial.
