Monitoring and Evaluation Specialist
Organizational Context
The United Nations Office for Project Services (UNOPS) Asia Pacific Regional Office oversees operations in 17 countries, focusing on infrastructure, health, procurement, and project management to support sustainable development. The Afghanistan Country Office (AFCO) has shifted its focus to life-saving initiatives and basic human needs, including managing cash-for-work programs and procuring emergency supplies.
Job Purpose
The Monitoring and Evaluation (M&E) Specialist will significantly enhance system-wide monitoring, evaluation, learning, and data analysis across the UN's engagement in Afghanistan. This role is crucial for ensuring the effective tracking of results, maintaining the quality and coherence of program, financing, and performance data. By providing evidence-based analysis, the specialist will support strategic planning, informed decision-making, accountability, and learning under the UN Sustainable Framework for Afghanistan (UNSFA) and the humanitarian-basic human needs-development nexus. Furthermore, the position will play a key part in strengthening inter-agency M&E systems, results frameworks, reporting mechanisms, data governance, and capacity development among UN entities and partners.
Responsibilities
Coordinate and provide technical advice on inter-agency monitoring, evaluation, learning, and reporting efforts. Maintain a comprehensive, risk-informed, and conflict-sensitive system for monitoring the UNSFA and its related work plans. Serve as the UN Resident Coordinator’s Office (UN RCO) focal point for M&E within relevant inter-agency mechanisms. Support the development and updating of UNSFA Joint Work Plans, results frameworks, and indicators, ensuring timely updates in UN INFO. Liaise with UN agency M&E focal points and partners to collect, validate, and analyze implementation progress, results, financing, and identified gaps. Facilitate data collection and analysis for periodic and annual collective reports. Develop and maintain accessible dashboards and analytical products in collaboration with the Data and Visualization Officer. Ensure M&E frameworks integrate human rights, gender equality, disability inclusion, and conflict sensitivity. Consolidate and synthesize UN results and financing data for reporting. Support independent evaluations and reviews. Serve as secretariat support for the inter-agency Data Working Group, advancing common data standards. Contribute to strategic foresight and trend analysis. Develop and deliver M&E training packages to strengthen staff capacity.
Work Experience
A minimum of five years of progressive professional experience in programme monitoring and evaluation, results-based management, data collection and analysis, strategic planning, or reporting is required. Proven experience in developing results frameworks, indicators, M&E systems, or data visualization tools is essential. Experience with UN INFO, data quality assurance, and working in fragile or conflict-affected settings is desirable.
