The Barbados Country Office (CO) serves as a strategic hub, supporting Caribbean nations in implementing the Antigua and Barbuda Agenda for SIDS (ABAS) and advancing climate justice and financing. The Strategic Positioning team enhances UNOPS' visibility and drives portfolio expansion through high-value partnerships.
Job Purpose
The Caribbean OCT and EU Engagement Specialist will focus on engaging with Overseas Countries and Territories (OCTs), Dutch-speaking Caribbean nations, and European Union (EU)-specific leads. The role involves developing targeted engagements and a compelling value proposition to ensure alignment with UNOPS' broader strategic priorities and the specific development needs of Small Island Developing States (SIDS). This position contributes to expanding and diversifying UNOPS' portfolio by establishing key partnerships and increasing the organization's visibility across the Caribbean region, acting as a crucial link between regional development needs and UNOPS' capabilities.
Responsibilities
The Specialist will conduct targeted market analysis within the Dutch-speaking Caribbean and OCTs to identify intervention opportunities and map EU funding cycles for synergy. They will design and promote service offerings addressing SIDS' vulnerabilities, focusing on climate resilience and sustainable infrastructure. Key duties include cultivating high-level stakeholder networks, acting as the technical focal point for EU delegations, and promoting inter-agency collaboration within regional forums. The role also involves developing bespoke value propositions, leading the end-to-end development of new business leads, and formulating innovative resource mobilization strategies, including blended finance, for OCT development projects.
Work Experience
A minimum of 5 years of experience in international development is required, with demonstrated expertise in developing and executing partnership and program development plans, project development, proposal writing, and project acquisition. Experience working with EU governments and/or Caribbean OCTs is essential. Experience establishing partnerships with UN agencies, international development organizations, governments, foundations, NGOs, or the private sector is desirable.
