Organizational Context

The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. The Water, Environment and Climate (WEC) portfolio, part of GPO, manages significant funds to operationalize partner agendas focused on climate action and environmental protection. The NDC Partnership, jointly hosted by WRI, UNOPS, and UNFCCC, strengthens capacity and collaboration for country-owned climate and development action.

Job Purpose

This role serves as the NDC Partnership's in-country liaison in Uzbekistan, facilitating communication and coordination between the country, the NDC Partnership Support Unit, and various international partners. The primary purpose is to ensure the smooth implementation of the Country Engagement Process by supporting ongoing coordination efforts. The incumbent will play a key role in strengthening national coordination for resource mobilization and monitoring the implementation of Uzbekistan's Nationally Determined Contribution (NDC) and its associated plans, contributing to the country's climate policy objectives through 2035.

Responsibilities

The In-Country Facilitator is responsible for coordinating and communicating with key national and international stakeholders to ensure relevant information is shared and to facilitate periodic coordination and information exchange among partners. This includes supporting the work of the inter-agency NDC Working Group and organizing meetings for the implementation of the NDC Implementation Plan. The role involves scoping government support needs for NDC implementation, providing advisory support on resource mobilization, and assisting in the preparation of high-quality Requests For Support. Additionally, the facilitator will map ongoing and future support for climate action, advise on the development of the NDC Implementation Plan, support progress tracking and reporting, and prepare quarterly Country Engagement Reports. The position also entails assessing capacity gaps, delivering trainings on NDC Partnership tools and processes, and providing technical support for NDC and NAP planning and implementation.

Work Experience

A minimum of five years of experience in the public or private sector is required, focusing on climate change, project management, stakeholder engagement, or proposal development. Experience with multilateral, national, and grassroots governance related to climate change adaptation, policy, or NDCs is essential. Knowledge of Uzbekistan's climate change policy frameworks and national strategies is also required.
