Organizational Context
The Asia Pacific Regional Office (APRO) provides strategic leadership for UNOPS operations across 17 countries, focusing on high performance and operational excellence. The East Asia and Pacific Multi-Country Office (EAPMCO), established in 2023, supports UNOPS activities in 24 countries, implementing initiatives in energy transition, climate change, and sustainable development. The Southeast Asia Energy Transition Partnership (ETP) is a key programme within ETP, aiming to foster modern energy systems for economic growth, energy security, and environmental sustainability.
Job Purpose
The Proposal Writer will develop comprehensive technical proposals for funding opportunities, business development pitches, case studies, and donor-facing reports. This role is crucial for translating complex energy data and project methodologies into competitive grant applications that align with the ETP's Results-Based Monitoring Framework (RBMF). The primary objectives are to clearly articulate the ETP's programme value proposition, secure new funding, and effectively demonstrate impact to targeted audiences. This is a home-based retainer position, engaged on an intermittent basis as needed, with no guaranteed minimum working hours. The role requires close coordination with the Senior Programme Manager and Country Coordinators.
Responsibilities
Review and synthesize ETP programme documents, technical data, and regional energy policies to construct compelling, technically sound funding narratives, logical frameworks, and project methodologies. Gather and outline the appropriate structure for funding proposals in close coordination with technical experts, ensuring accuracy and competitiveness. Ensure the narratives accurately articulate complex energy transition concepts, financial needs, and climate impacts for potential donors. Draft results-based proposals grounded in the ETP's Theory of Change and RBMF, demonstrating clear value propositions and return-on-investment. Translate complex energy transition mechanics into persuasive proposals tailored to diverse funding bodies' criteria. Participate in programme team meetings to identify pipeline opportunities and integrate regional energy context into funding strategies. Support the structuring and refinement of business development proposals, adhering to donor templates and branding guidelines. Collaborate with internal subject matter experts to extract technical data and refine grant applications based on feedback. Perform other technical writing, editing, or proposal support functions as required.
Work Experience
Required experience includes technical proposal writing, grant writing, project design, or a similar business development role. Demonstrated expertise in climate change, modern energy systems, or energy transition topics is essential. Proficiency in Google Suite applications is also required. Experience with UN, EU, or philanthropic donor funding guidelines and logical frameworks is highly desirable, as are strong research, technical data synthesis, and analytical skills.
