Organizational Context
The UNOPS Office in Albania, established in 2020, supports national development by focusing on post-earthquake recovery, cultural heritage rehabilitation, and justice sector digitalization. The office enhances resilience, public services, and sustainable development, contributing to connectivity and healthcare standards. This role is within the "EU for Property Rights" project, aimed at modernizing Albania's land administration system to improve governance, transparency, and economic development, aligning with EU accession requirements.
Job Purpose
The ICT Specialist - Business Analysis will significantly contribute to the "EU for Property Rights" project by optimizing ICT-enabled business processes and service delivery within Albania's State Cadastre Agency (SCA). This role is crucial for identifying and addressing inefficiencies, gaps, and risks in current workflows, and translating business needs into precise requirements for cadastral process reviews and Land Parcel Identification System (LPIS) preparations. By acting as a key liaison between business stakeholders and technical teams, the specialist ensures that ICT solutions are user-centric, fit-for-purpose, and adhere to EU standards, ultimately strengthening the transparency, accountability, and integrity of cadastral services and supporting Albania's EU accession goals.
Responsibilities
The ICT Specialist will conduct comprehensive analyses of existing ICT business processes and service delivery within the State Cadastre Agency (SCA), identifying areas for optimization. This involves facilitating stakeholder consultations to elicit and validate business requirements, workflows, and rules. The role requires translating these needs into structured functional and non-functional requirements using standard methodologies, and preparing detailed documentation such as BRDs and process maps. Responsibilities also include supporting the design of target processes aligned with digital transformation and EU best practices, conducting gap analyses, and collaborating with technical teams for accurate requirement interpretation. Furthermore, the specialist will support testing activities, monitor implementation progress from a business perspective, analyze KPIs, provide input for procurement, and assist in change management and knowledge sharing.
Work Experience
A minimum of five years of progressive experience in ICT business analysis and supporting complex information system implementations is required. This includes proven experience in business process mapping, requirements elicitation, and functional specification preparation. Experience in analyzing and improving business processes and translating needs into system requirements within large-scale environments is essential. Experience with land administration systems or international organizations is desirable.
