HR Associate - Compliance Review (French or Spanish desirable)
Organizational Context
The UNOPS Global Shared Services Centre (GSSC) in Bangkok operates as a global hub for transactional services, focusing on personnel contract administration and payroll. This role is part of the GSSC HR Services team, specifically within the ICA Compliance Reviews unit, supporting UNOPS offices worldwide by centralizing and streamlining essential back-office HR functions and ensuring efficient service delivery.
Job Purpose
The HR Associate - Compliance Review is responsible for ensuring the proper implementation of recruitment rules and UNOPS HR policies through thorough review of recruitment processes, particularly for ICA personnel. This involves providing expert advice to hiring offices, meticulously examining documentation for accuracy and compliance, and minimizing risks for the clearance authority. The role also contributes to the development of HR compliance practices by synthesizing lessons learned, conducting research, and supporting the communication of policy changes. Furthermore, the position plays a key role in knowledge building and sharing by organizing training and disseminating best practices in HR compliance and award creation.
Responsibilities
The HR Associate - Compliance Review provides critical compliance and oversight support to recruitment processes, including reviewing selection processes within the Talent+ system and conducting ICA Compliance Reviews. This involves verifying documentation accuracy and completeness against established guidelines, ensuring adherence to rulesets governing ICA Compliance Review requirements, and providing well-documented recommendations to approving authorities. The role also guides hiring offices and personnel on UNOPS Compliance Review processes, administrative procedures, and best practices for ICA award creation. Additionally, the associate contributes to the development of HR compliance practices and policy by synthesizing lessons learned, collecting feedback, conducting research on HR issues, and assisting with data collection for HR initiatives. The position supports the communication of HR policy changes and new initiatives, and facilitates knowledge building through training and sharing best practices.
Work Experience
A minimum of six years of relevant experience in providing support to recruitment, general HR services, or administration within an international or national organization is required. Proficiency in computer and office software packages, along with experience using web-based management systems, is essential. Knowledge of UN policies, procedures, and practices, and experience with HR information or enterprise systems are desirable.
