The UNOPS Europe and Central Asia Regional Office (ECR) manages operations across a broad geographic area, supporting sustainable development goals through infrastructure, education, and governance projects. The Ukraine and Eastern Europe MCO (UEMCO) specifically focuses on urgent humanitarian needs and recovery pathways in Ukraine, Moldova, and Poland, delivering large-scale infrastructure and energy projects in partnership with various international bodies.
Job Purpose
The Civil Engineer is responsible for the comprehensive management and supervision of infrastructure works executed by implementing partners and contractors. This role involves coordinating daily design, construction, and procurement activities to ensure projects are completed on time, within budget, and to the highest quality standards. The Civil Engineer is expected to integrate best practices in technical design and construction management throughout the project lifecycle, from planning to handover. A critical aspect of the role is upholding strict compliance with Health, Safety, Social and Environmental (HSSE) standards and Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) requirements, demonstrating strong technical expertise, proactive resource management, and ensuring integrity, transparency, and effective stakeholder coordination.
Responsibilities
The Civil Engineer will manage and coordinate civil engineering projects from design to completion, ensuring alignment with project requirements, timelines, and budgets. This includes supporting project planning, scheduling, and implementation of rehabilitation and construction activities, as well as preparing project plans and progress reports. The role involves liaising with government authorities and stakeholders to secure permits and maintain relationships. Key duties include reviewing design briefs, technical documentation, and cost estimates; conducting on-site inspections to ensure adherence to UNOPS quality standards; and supervising contractors to ensure quality, cost-effectiveness, and timely delivery. The engineer will also ensure full compliance with HSSE policies, environmental safeguards, and PSEAH standards, identify and mitigate related risks, and promote sustainable construction practices. Maintaining accurate records of site activities, submitting timely reports, and supporting project closure through commissioning and handover are also essential functions.
Work Experience
Relevant experience in civil engineering, structural works, construction technology, or construction supervision and monitoring is required. Experience working in multicultural environments or with UN system organizations in a developing country is desirable, as is experience in development or humanitarian contexts.
