Job Purpose
The MNCH Officer plays a crucial role in facilitating the effective implementation of Maternal, Newborn, and Child Health (MNCH) interventions in Quetta, Pakistan. This position involves close collaboration with the Department of Health, government counterparts, UNICEF, and other health sector partners. The officer is responsible for identifying implementation gaps and bottlenecks, proposing and supporting appropriate responses within established program frameworks, and ensuring the quality, continuity, and effectiveness of MNCAH services and health-system interventions at provincial and district levels.
Responsibilities
The MNCH Officer is responsible for analyzing MNCAH/RMNCAH trends, health system performance, and service delivery gaps to inform program planning and prioritization. This includes contributing technical analysis to program goals, strategies, and results frameworks, and assessing available data to provide practical recommendations. The role involves monitoring the implementation of UNICEF-supported interventions through field visits, analyzing findings to identify challenges, and formulating evidence-based recommendations. The officer will provide technical support to counterparts and partners on MNCAH/RMNCAH and health system strengthening, interpret technical guidance, and contribute to emergency response activities. Furthermore, the position requires engaging with stakeholders for coordinated implementation, contributing to health sector coordination mechanisms, and identifying capacity gaps to design and deliver training activities. Documenting lessons learned and contributing to knowledge products are also key duties.
Work Experience
A minimum of 4 years of progressive professional experience in public health, RMNCAH programming, health systems strengthening, maternal and newborn health, or related fields is required. Experience working in Balochistan, familiarity with the UN system, and knowledge of health information systems are desirable. Proven experience in coordinating multi-stakeholder initiatives and working effectively with government counterparts and development partners is essential.
