Organizational Context
UNOPS operates in Africa, supporting over 250 projects across 40 countries, with a focus on fragile and conflict-affected settings. The North Africa Multi-Country Office (NAMCO) manages projects in Algeria, Egypt, Libya, and Morocco, while the Madagascar project office, established in December 2022, collaborates with the government on sustainable development initiatives in health, energy, agriculture, and infrastructure.
Job Purpose
The Principal Procurement Associate provides efficient and timely procurement and contract administration support to various programs managed by the UNOPS Madagascar office. This role emphasizes a quality, client, and results-oriented approach to ensure compliance with UNOPS procurement rules, regulations, policies, and strategies. The incumbent will collaborate with program support staff, technical advisors, and portfolio managers, working with minimal supervision to facilitate effective procurement processes and contribute to project delivery and organizational objectives. The position is crucial for ensuring that goods, works, and services are procured in a timely and cost-effective manner, supporting the overall mission of UNOPS in Madagascar.
Responsibilities
The Principal Procurement Associate is responsible for supporting procurement transactions, including integrating sustainable development measures, ensuring complete submission of cases to contract and property committees, and managing purchase orders, contracts, and long-term agreements. This includes conducting market research, maintaining a local vendor database, and generating status reports. The role involves collaborating with project staff on procurement planning, verifying requests, preparing specifications for equipment and services, and liaising with suppliers to ensure timely delivery. The associate will investigate and resolve post-order issues, provide responses to inquiries, and prepare monthly procurement reports. Additionally, they will support tender processes by establishing shortlists, preparing and publishing solicitation documents, and collaborating on the evaluation of bids for less complex awards. Contract administration duties include tracking signatures, engaging funds in the ERP system, and maintaining contract databases. The role also involves contributing to knowledge sharing by organizing training and disseminating best practices.
Work Experience
Relevant experience includes working in procurement or related fields, and proficiency with collaboration and productivity tools (e.g., MS Office, G-Suite) and web-based management systems. Experience in multicultural environments, UN system organizations, or developing countries is desirable, as is experience in development or humanitarian aid.
