Organizational Context
The United Nations Office for Project Services (UNOPS) Europe and Central Asia Regional Office (ECR) manages operations across a wide region, supporting sustainable development goals through infrastructure, project management, and advisory services. The Ukraine and Eastern Europe MCO (UEMCO) specifically addresses urgent humanitarian needs and recovery pathways in Ukraine, Moldova, and Poland, delivering large-scale infrastructure and other critical projects.
Job Purpose
The Civil Engineer is responsible for managing and supervising infrastructure works executed by partners and contractors, ensuring projects meet quality, time, and budget objectives. This role coordinates daily design, construction, and procurement activities, embedding best practices in technical design and construction management throughout the project lifecycle. A key focus is upholding strict compliance with Health, Safety, Social and Environmental (HSSE) standards and Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) requirements. The incumbent must demonstrate strong technical expertise, proactive resource management, and maintain integrity, transparency, and effective stakeholder coordination in all civil engineering endeavors.
Responsibilities
The Civil Engineer will plan, supervise, and manage civil engineering projects from design to completion, ensuring alignment with project requirements, timelines, and budgets. This includes supporting the Project Manager in planning and implementing rehabilitation and construction activities, preparing project plans and progress reports, and liaising with authorities and stakeholders for permits and approvals. Responsibilities also encompass reviewing technical documentation, conducting on-site assessments to ensure adherence to UNOPS quality standards, and monitoring contractor performance. The role requires ensuring full compliance with HSSE policies and environmental safeguards, promoting sustainable construction practices, and maintaining accurate records for reporting and project closure. Additionally, the Civil Engineer will support knowledge-sharing initiatives.
Work Experience
Required relevant experience includes work in civil engineering, structural works, construction technology, and construction supervision and monitoring. Experience in multicultural environments, UN system organizations, or in development/humanitarian contexts is desirable.
