ICT Senior Associate - Solution Design

This role operates within a dynamic development environment at UNOPS, focusing on enhancing analytical and tracking tools for critical procurement, sourcing, and contract management processes. The position is key to systematizing information for technical-financial evaluations in bidding processes and generating business intelligence reports to support decision-making. It involves designing, developing, and implementing software solutions, alongside training staff on their usage and maintenance.
Job Purpose
The ICT Senior Associate - Solution Design manages, executes, and provides technical support for integrating processes related to software solution design and development. The role specifically aims to optimize the supply chain and contract management through analytical and tracking tools, ensuring the integrity, speed, and accuracy of technical services in line with defined quality standards. This position is crucial for enhancing operational efficiency and supporting informed decision-making within the organization's project management framework.
Responsibilities
Key responsibilities include supporting the execution of ICT operational strategies and ensuring technical compliance with UNOPS policies. This involves monitoring ICT services and solutions for availability and effectiveness. A significant part of the role is designing and developing software tools for project monitoring, evaluation, and contract management, covering procurement, bidding, deliveries, payments, and fines. The associate will integrate performance measurement tools across the supply chain, configure early warning systems for delivery delays, and manage digital and physical archives. Additionally, the role involves providing operational support for data processing during bidding, developing open-source tools, formulating project development timelines, and implementing integrated systems to automate manual processes. Training users on ICT systems and providing technical guidance are also core duties, alongside conducting quality testing and producing operational reports.
Work Experience
A minimum of 7 years of experience in web-based software development using tools like .NET, C#, Python, Java, or PHP is required. Experience in designing and developing IT tools for project monitoring, supply chain management, logistics, or database management for bidding processes is essential. Experience in designing and coding websites, applications, building graphical interfaces, and managing databases for analytical reports is also necessary. Desirable experience includes implementing web-based databases, process standardization, and working with UN agencies.
