Job Purpose
The Lead Biomedical Engineer provides essential technical expertise and project support within UNOPS Sudan's health portfolio. This role is crucial for identifying health system service gaps, defining medical equipment needs, and ensuring the proper specification, procurement, and installation of medical equipment and infrastructure. The position contributes directly to improving public health access and quality in the region, particularly in Kassala state, by supporting the upgrading of healthcare facilities and diagnostic capacities. The engineer will play a key role in capacity-building efforts and ensuring that health infrastructure projects align with project objectives and international standards, ultimately enhancing community well-being and resilience.
Responsibilities
Conduct comprehensive technical assessments and evaluations to identify health system service gaps and specific medical equipment needs, considering technological advancements and regulatory compliance. Define and review technical specifications for medical equipment, develop equipment lists and layouts for optimal workflow, and prepare detailed cost estimates. Provide technical support by drafting Terms of Reference for consulting services and reviewing technical deliverables from external firms to ensure accuracy and compliance. Coordinate project implementation through site visits, surveys, and market research to identify vendors. Participate in technical evaluations, verify supplied equipment, and supervise installation, testing, and commissioning. Support the development of standard operating procedures and user training for medical equipment, and certify supplier payment claims.
Work Experience
Requires a minimum of 7 years of relevant experience in areas such as hospital planning, medical waste management, medical equipment specification, and installation. Experience in healthcare systems, regulations, and practices within the region is desirable, as is experience in rehabilitation and construction of healthcare facilities. Working with diverse health sector stakeholders, in multicultural environments, or within UN system organizations in developing countries is also beneficial.
