Organizational Context

The Asia Pacific Regional Office oversees UNOPS operations across 17 countries, focusing on high performance and alignment with organizational goals. The Afghanistan Country Office (AFCO), active since 1995, has shifted its focus to supporting life-saving initiatives and basic human needs, including cash-for-work programs and emergency procurement, in response to evolving humanitarian needs.

Job Purpose

The Senior Partnerships Officer is responsible for identifying, developing, and managing strategic partnerships and resource mobilization opportunities for the Afghanistan Country Office. This role provides critical analytical, coordination, and project development support throughout the partnership lifecycle, from initial opportunity identification and pipeline management to proposal development, partner engagement, and agreement finalization. By collaborating closely with program teams, senior management, and external partners, the incumbent will significantly contribute to strengthening UNOPS' strategic positioning and expanding a diverse portfolio of partnerships that align with both country-specific and broader organizational priorities.

Responsibilities

The role involves developing and implementing the Country Office's partnership strategy by analyzing the country context, donor priorities, and the partnership landscape to identify opportunities and enhance strategic positioning. This includes conducting partner intelligence and donor research, monitoring funding trends, and maintaining partner mapping for resource mobilization planning. The officer will manage the partnership pipeline, track opportunities, and ensure accurate reporting through systems like Opportunity+. Responsibilities also extend to developing new partnership opportunities by analyzing humanitarian and development trends, drafting proposals and project briefs, and coordinating internal review processes. Furthermore, the role requires supporting the development of productive relationships with governments, donors, UN agencies, and other partners, representing UNOPS at coordination forums, and contributing to UN common planning processes.

Work Experience

Required experience includes supporting partnership development, proposal coordination, business development, donor engagement, or resource mobilization within an international development context. Desired experience includes resource mobilization through bilateral donors, IFIs, and MDBs, working in multicultural or UN system environments in developing countries, and experience in development or humanitarian contexts.
