Organizational Context

The United Nations Office for Project Services (UNOPS) in Pakistan, part of the Asia Pacific Regional Office, supports the country's Sustainable Development Goals. UNOPS focuses on delivering essential services in health, WASH, and infrastructure, and supports emergency response. The South Asia Multi-Country Office (SAMCO) oversees operations across six countries, providing expertise in various sectors. This role operates within the UN Security Management System, supervised by the Country Manager and Regional Security Advisor.

Job Purpose

The Security Officer is responsible for ensuring the safety and security of UNOPS personnel, assets, and operations within Pakistan. This role functions under the UN Security Management System (UNSMS), aligning all UNOPS activities with global security standards, local regulations, and organizational policies. The Security Officer plays a critical role in proactive security risk management, effective incident response, and promoting personnel safety awareness. By providing essential technical, operational, and advisory support, the incumbent contributes directly to the secure and effective delivery of UNOPS projects and programs, particularly in high-risk implementation areas, fostering a compliance-oriented and client-focused approach.

Responsibilities

The Security Officer provides advisory and technical support to integrate security risk management into all UNOPS operations and projects, assisting with Security Risk Assessments (SRAs) and mitigation plans. This includes advising project teams on threats, vulnerabilities, and protective measures, and supporting the development of Security Plans and contingency arrangements. In security operations, the role involves reviewing project proposals from a security perspective, coordinating with UNDSS and other UN agencies, and implementing UNSMS policies. Responsibilities include planning security for missions, managing security clearances, overseeing incident reporting, liaising with local law enforcement, and ensuring compliance with Residential Security Measures. For personnel safety, the officer delivers security briefings and training, maintains emergency communication protocols, and supports evacuation drills. Administrative duties include preparing security reports, managing security equipment, and facilitating emergency communications. The role also involves supervising security personnel and promoting knowledge sharing on security topics.

Work Experience

Relevant experience in security management, law enforcement, or military roles is required. This includes demonstrated experience in security risk assessment, crisis management, and coordination with UNDSS or UN field security structures. Proficiency in using collaboration tools like MS Office and web-based management systems is also necessary. Experience working in multicultural environments or within UN system organizations in developing countries is desirable.
