Job Purpose
The Grants Financial Monitoring and Compliance Officer is responsible for maintaining and strengthening the grants financial management system, ensuring the effective utilization of funds disbursed to Facilitating Partners (FPs). This role provides essential financial management, monitoring, and reporting support, working closely with Finance and Grant Management Specialists. The Officer implements initiatives to enhance FP financial management and compliance with applicable policies, procedures, and donor requirements. The position also contributes to identifying and sharing best practices in financial and grants management, thereby mitigating financial risks and ensuring adherence to project operational manuals and regulatory standards.
Responsibilities
Key responsibilities include leading financial monitoring and reporting for grant management activities, developing monitoring schedules, overseeing field verifications and spot checks, and acting as the focal point for FP financial monitoring. This involves following up on action points from reviews, conducting spot checks, analyzing financial risks, and establishing key performance indicators for FPs. The role requires reviewing FP financial reports, verifying expenditures against project outputs, and maintaining accurate financial information in relevant platforms. Additionally, the officer will organize and manage capacity-building activities, develop training materials, and deliver training sessions to FP finance staff. Compliance with financial policies, internal controls, and reporting standards (including IPSAS) is crucial. The role also involves contributing to knowledge management, stakeholder engagement, and supporting grant closure processes, including audits.
Work Experience
A minimum of two years of relevant experience in financial management support, project accounting, budgeting, and financial reporting is required. Experience with grants projects, including financial performance monitoring, report review, and capacity building for grantees, is essential. Knowledge of UNOPS financial rules and regulations, local fiscal policies, and computer skills are also required. Experience with UN, World Bank, or other donor agencies is desirable.
