Construction Management Engineer

Organizational Context

The United Nations Office for Project Services (UNOPS) in Turkey is seeking a Construction Management Engineer to oversee public facility construction works. Based in Istanbul, Hatay, Adiyaman, or Kocaili, this role ensures projects adhere to designs, quality standards, and timelines. The engineer will coordinate with municipal authorities and stakeholders, manage procurement activities, and provide technical input on project documentation, aligning with international standards and UNOPS guidelines.

Job Purpose

The Construction Management Engineer provides essential technical expertise and oversight for the planning, implementation, and supervision of infrastructure construction projects within UNOPS. This role is critical for ensuring that all construction activities meet stringent quality standards, remain within budget, and are completed on schedule. Key functions include detailed construction supervision, robust quality management, effective contract administration, rigorous health and safety enforcement, and contributing to capacity building initiatives. Ultimately, the engineer's contribution is vital for delivering resilient, safe, and sustainable infrastructure that aligns with both UNOPS and donor/partner standards, thereby supporting the organization's mission.

Responsibilities

Oversee daily site construction activities, ensuring strict adherence to project specifications, approved drawings, and contractual obligations. Monitor contractor performance and work progress to guarantee timely, cost-effective, and high-quality project delivery. Proactively identify and report potential delays, risks, and cost overruns, recommending and implementing approved corrective actions. Supervise construction works according to contractual provisions, verifying consistency with Bills of Quantity (BoQs) and schedules. Review and assess contractor payment claims, variation orders, and extension requests for accuracy and compliance. Maintain comprehensive project documentation, including progress reports, site records, and meeting minutes. Represent UNOPS in site meetings and stakeholder consultations, ensuring effective communication and prompt resolution of technical and operational issues. Enforce UNOPS quality standards and project-specific quality assurance plans through regular inspections and testing of materials and works. Lead the implementation of Health, Safety, Social, and Environmental (HSSE) management systems, conducting safety inspections and risk assessments. Track project progress against plans, providing accurate updates and preparing detailed reports on all project aspects. Support the preparation of payment certificates, close-out documentation, and project completion reports.

Work Experience

Required experience includes building construction, site supervision, or infrastructure project management. Proficiency in quality control, monitoring, and reporting within construction projects is essential. Demonstrable skill in using collaboration tools (e.g., MS Office, G-Suite) and web-based management systems is also required. Experience in multicultural environments, UN system organizations, developing countries, or humanitarian contexts is desirable.
