National LPIS Specialist

Organizational Context

UNOPS is implementing the "EU for Property Rights" project in Albania, a three-and-a-half-year initiative focused on transforming land administration. The project aims to enhance land governance, transparency, and economic development by modernizing cadastral records, improving data accuracy, and implementing an EU-compatible Land Parcel Identification System (LPIS). This role is crucial for aligning Albania's land management with EU accession requirements.

Job Purpose

The National LPIS Specialist will play a vital role in the "EU for Property Rights" project, supporting the development and implementation of a functional Land Parcel Identification System (LPIS). Reporting to the Senior Project Manager and collaborating with the International LPIS expert, this role will provide technical assistance to the Ministry of Agriculture and its agencies. The primary objective is to ensure the LPIS is compatible with EU requirements, supports agricultural land mapping, subsidy compliance, fraud prevention, and environmental monitoring, and integrates with national systems like IACS. This position is key to improving land governance and supporting Albania's EU accession.

Responsibilities

The National LPIS Specialist will refine the project implementation plan for the LPIS component and provide strategic support for stakeholder management. Responsibilities include contributing to the definition of LPIS objectives, ensuring alignment with national and EU requirements, and coordinating the setup and implementation of LPIS pilots. This involves establishing data-sharing agreements and MoUs. The specialist will provide technical input on specifications, operational requirements, and system design, ensuring compliance with EU standards and CAP requirements. They will also map existing data sources, assess integration needs, support LPIS model selection, and undertake related technical assistance tasks.

Work Experience

A minimum of five years of experience in agricultural policies and working with national authorities/government agencies is required. Familiarity with EU agricultural regulations, IACS, and LPIS is essential. Experience in digitalization processes for property rights and land administration, and working with EU/international donors, is desirable.
