Job Purpose
The Portfolio Specialist, as part of the GFCR Secretariat, provides crucial technical, analytical, and portfolio management support to enhance the development, oversight, and performance of the GFCR programme portfolio. This role is instrumental in supporting programme proposal reviews, portfolio monitoring, impact measurement, and partnership development. The Specialist ensures effective delivery across key workstreams by conducting technical reviews, ensuring quality assurance, monitoring progress, tracking impact, engaging partners, and integrating lessons learned for adaptive management. By serving as a key technical focal point, the position strengthens programme quality, aligns strategic and operational objectives, guides monitoring tools, and contributes to evidence-based decision-making for GFCR programmes and stakeholders.
Responsibilities
Conducts technical reviews of concept notes and programme proposals, ensuring alignment with GFCR objectives and compliance with policies, including social and environmental safeguards and gender policies. Develops and applies monitoring frameworks for portfolio performance, ESG compliance, and environmental/social impact, guiding the development of monitoring tools and producing progress reports. Leads specific programmatic partnerships and provides technical advice to investment and implementing partners. Identifies policy-driven issues, synthesizes best practices, and contributes to knowledge networks and digital platforms. Establishes and strengthens advocacy networks and coordinates integrated support for policy development with stakeholders.
Work Experience
Requires a minimum of 5 years of relevant work experience (with a Master's degree) or 7 years (with a Bachelor's degree) in project management, preferably in blue economy, climate, environment, or development sectors. Experience in portfolio management, project monitoring, quality assurance, and managing donor-funded projects is essential.
